You are a new member of Demos.Com, the nation's leading electronic democracy consultant.  Your client, the New York City Board of Education, would like to pursue foundation funding sufficient to build and launch a web site to facilitate citizen input into the annual processes of budgeting for the public schools.  The funding should be sufficient to enable the project to become self-sustaining in three years' time.  Your team's task is to put together a grant proposal containing the following elements.  (At least, this is your client's suggestion; your client is open to your ideas for structuring the presentation that make it even more compelling.)

I. Analysis of the Challenge

    A.  A statement of objectives, explaining why the effort would be
    socially significant
    B.  An identification of the relevant stakeholders and how they would
    be involved in the development process
    C.  An analysis of the existing budgeting process, indicating key
    decision points and opportunities for genuine public influence
    D.  An analysis of legal constraints that limit the range of influence
    the public (and perhaps even the school board) has over budgeting, as well
    as any legal issues posed by the citizen input initiative itself

II.  Proposal

    A.  A description and case statement on behalf of the specific
    proposed application your team recommends.  This section should include a
    statement of criteria by which you would argue the quality of an
    e-democracy site should be judged, citing examples of best practices, and
    an explanation how your proposed site would fulfill these criteria.  This
    should include also a statement of those programming and design issues -
    design of process as well as design of the site itself - that will have to
    be further elaborated during the development cycle)
    B.  A proposed time table for implementation
    C.  A plan for moving the initiative to sustainability upon the
    expiration of the requested three-year grant
    D.  A plan for making the successes of this effort replicable in other
    school districts on a national basis
    E.  A proposed budget
    F.  A statement concerning any additional research issues that need to
    be pursued while bringing this project to fruition or that could be pursued
    using the proposed web site as a tool.


Your team's required deliverables will include:


    A.  A work plan, including a break down of work, preliminary assignments, a
    statement of work processes, and a schedule of real-time on-line
    deliberative sessions to facilitate the project (Friday, February 14)

    B.  A preliminary draft of the grant proposal (Thursday, March 13)

    C.  A final draft of the grant proposal (Tuesday, April 22)
